The lever closest to the output shaft shifts though all 3 spots and the transmission turns over. The other lever that is closer to the input shaft moves back and forth but I cannot get it to move by hand more than that. I am not familiar with these transmissions and am guessing that its for something else - as I have three of these transmissions and they are all like that. Has grease and lots of dust. See photos.
