This handle will not work with a belt drive cable operated pump. Western part number 49147 for the handle and knob assembly and 49017 for the lockspool. There is no logo/decal on the end of the knob.

Up, down, left, right all function with pressure that is lower than it should be. So probably the pressure pump or the motor or both is weak. Top seal should be replaced. Base lug in good shape. The top cap has a chunk/nick out of it at the one edge, but did not affect its use when tested.
