Vintage Rochester Single BBL Carburetor GM 7003538 C-15. It is not stuck but it returns slow when opening the butterfly. So this should be consider for a core to be rebuilt. The numbers on the underside of carb and on the flange match-7003538, the underside # has C-15 on it. Please make sure this is the right carb for your vehicle.

Small hole that was punched in both tags.
