Vintage regular cab truck behind the seat storage bix organizer. This was removed from my 89 v3500 tow truck. It is black plastic, in used shape. Unknown year or manufacturer. Has a couple cracks around the mounting holes as shown in photos. I don't think I have ever seen one of these so I'm guessing pretty rare. Dimensions are in photos.
