A VIR Eliminator/Upgrade valve is used to enable cars equipped with a VIR to be converted to 134a, since the original VIR cannot be used with 134a.   It works a little differently than the original VIR in that it cycles the cars air-conditioning compressor on/off using a thermostat. The only alteration to the system is splicing the wiring for the thermostat into the wire leading to the compressor. There is no modification to the hoses or lines.
